		<description>What a wonderful article, so full of information and facts. Doesn&#039;t waste the writers or readers time giving mundane information like who &quot;HWST USA&quot; is, where the system will be located or through what magic this might work. It&#039;s obvious. Great to know that no longer will Cops have to risk their lives hiding behind highway signs or bushes to catch violators, saving many man hours, no doubt. I would love to know just how it determines the driver and not a passenger is using the phone (goggle camera). No matter, even a passenger might be distraction to the driver justifying intervention. I would suggest just one improvement, instead of &quot;firs&quot; a Paint Gun at the offending car, use a  RPG (Rocket Propelled Grenade) That would render mute the need to pull over the car and  issue a ticket saving more man hours. Possibly with miracles device accidents could be a thing of the past. The only think I might fault the article with is the error of it&#039;s date June 16.
