Shredding documents is safe right?

Unfortunately if you believe the claims of some German research studies, they believe that they have developed a program that can actually fix, shredded documents, oh yes that is what they are claiming.

Basically the software can put together the text that from the original documents, to most of us it is a frightening prospect, however if we look at it from another point of view, when there are investigations into crime or governments that are overthrown, it would appear that shredding all those files would be enough. Maybe they will need a large furnace too.
