    This is likely nothing more than an IR object sensor (http://www.hobbyengineering.com/H1606.html) + 555 monostable set to trigger on falling edge + solenoid and a transistor to drive it. You could use a very small 8 bit microcontroller like an HC08 QT series to get rid of the integrated sensor module and the 555 and drop the part cost under $5.
